Scarecrow demanded Gotham to declare him a god. He contacted Commissioner Gordon and threatened him with a tanker-truck full of fear gas (which was a diversion - he planned on unleashing in Gotham City's water supply). Batman zeroed in on him and caught him. Anarky, who was there first, captured them both. Fear gas struck both Batman and Anarky; Jean Paul's programming defeated the gas and he took down Scarecrow and Anarky.
